Job Description


SUMMARY
Directs and coordinates the activities of personnel engaged in purchasing raw materials, manufacturing consumables, and components. Leads sourcing activity to identify and establish relationships with suppliers. Coordinates and leads Suppler Relationship Management (SRM) initiative for the facility. Responsible for the implementation of all policies, practices, and procedures pertaining to Purchasing personnel. Supervises the issuance of all purchase orders, insuring the inclusion of required specifications, prices, terms and conditions by performing the following duties personally or through assistant personnel. Interfaces with CIT Corporate Supply Chain on key initiatives/negotiations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Identifies the most cost and service effective sources for parts purchased for manufacturing.
• Develops collaborative/partnering relationships with key suppliers, including objectives and measures, to promote processes that will reduce lead times and costs and insure product and service quality such as supplier managed inventories (SMI), consignment, and electronic data transfer. Drives SRM best practices.
• Holds periodic SRM meetings with key suppliers to include Carlisle IT personnel who are directly affected by relationship with the supplier.
• Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.
• Works closely with the Sales Managers/departments to understand their business strategies and strategically aligns our procurement practices and supply chain in support of the business strategy.
• Establishes Purchasing department procedures and practices, and studies workflow, sequence of operations, and office arrangement to improve workflow.
• Prepares departmental budget and monitors expenditure of budgeted funds.
• Prepares instructions regarding purchasing systems and procedures.
• Supervises, prepares, and issues purchase orders and change notices insuring the inclusion of required specifications, prices, terms and conditions, and other relevant purchasing information.
• Informs Sales, Engineering, and Production departments of required lead times, availability, and status of ordered components and consumables.
• Interprets and enforces company policies and safety regulations.
• Arranges for disposal of surplus and obsolete materials.
• Prepares reports of purchasing measures against objectives.
• Attends various professional meetings, seminars, and other related meetings to maintain contact with suppliers and keep abreast of the trends within the purchasing field.

SUPERVISOR RESPONSIBILITIES

• Responsible for the overall direction, coordination and evaluation of supervisory and non-supervisory personnel. Carries out leadership responsibilities in accordance to company policies, procedures, safety, and applicable laws.
• Responsibilities include interviewing, hiring, and training employees; planning assisting, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
• Provides ongoing training to applicable staff to develop and encourage their technical and operational performance. Meet with appropriate staff on a timely basis for performance evaluations and goal setting.
• Ensures company standard practices and procedures are followed in connection with all Purchasing department functions.
• Displays effective leadership as defined by the Carlisle IT Model Manager guidelines.


QUALIFICATIONS

EDUCATION and/or EXPERIENCE

• Bachelor's degree in Business, Production, or Purchasing Management from four-year college or university or equivalent work experience.
• Three to five years' cable and electronic component purchasing experience desired; or equivalent combination of education and experience.
• Strong Management Skills; three to five years experience required.
• Strong skills in work planning and scheduling.

CERTIFICATES, LICENSES, REGISTRATIONS
ISM/APICS certifications desired

WORK ENVIRONMENT
Must be able to work in a factory environment to include walking in the factory floor, walking up/down stairs and other related activities in addition working in an administrative environment, to include computer and presentation skills.


TRAVEL
Up to 15% travel may be required.
