ESSENTIAL JOB FUNCTIONS

• The HR Manager is responsible for all HR activities for the Nogales operations. Partners with local management to ensure compliance with all federal, state and local regulations as well as CIT Division policies and procedures. Provide direction and support in the areas of employment, employee and labor relations, compensations, benefits, communications and community relations, and training.
• The HR Manager is responsible to develop and implement HR policies and practices to support company goals and legal requirements.
• Provide functional leadership and direction to the HR function at Nogales. Coach, mentor and develop HR staff to ensure a robust talent pool.
• Develop and implement HR practices and programs which support the accomplishment of short and long-range business objectives and address identified employee needs.
• As appropriate standardize systems, process, benefits, policies and procedures.
• Manage all compensation activities to insure equitable and competitive compensation structures and practices are maintained.
• Ensure compliance with all federal and local legislations and company policies. Periodically audit systems, records and programs.
• Ensure the implementation of an effective retention program to minimize employee turnover. Monitor and provide reports, updates and recommendations on a regular basis.
• Implement creative employment strategies and processes to insure the recruitment of the best employee talent available.
• Monitor, investigate and respond to employee problems/issues.
• Champion open lines of communication for employees to include site Open Door policy.
• Insure effective employee activity and communications programs are in place and utilized.
• Interface with senior facility management regarding the HR needs of the staff and organization and to provide necessary service to assure that the company hires and retains good talent at all levels to assure the success of the company.
• Maintain good communication with employees at all levels to represent the best interest of both company objectives while assuring a productive and motivated workforce.
• Direct and manage the HR department.
• Assure compliance to company policies and procedures.
• Provide accurate and timely reports to the Division office as requested.
• Plan, develop and control the effective development and administration of HR policy in the facility.
• Responsible for training and development, recruitment and administration of HR policy in the facility.
• Direct activities in accordance with company, business and facility objectives and applicable federal, state and local laws.
• Assure security of the facility and facility property.
• Monitor, control and provide assurance of compliance to organizational training requirements and record keeping.
• Responsible to maintain and promote a healthy and strong union relationship climate that is productive and supportive of overall company objectives.
• Responsible for the administration of foreign employees in reference to their legal work status at the Nogales CIT facility.
• Define departmental and participate with overall facility goals SQDCI, preparation of annual budget based on facility operating plan, competitive market analysis of compensation and benefits, sponsor and manage facility events, compliance, government and company regulations and policy.
• Organize a quarterly general information meeting.
• Support and plan special events.

SUPERVISOR RESPONSIBILITIES

• The HR Manager has the authority and total accountability for the HR department for the Nogales CIT facility, and its overall performance related to the company, and with the legal compliance with employment, environmental, health and safety regulations.
• Supervises the HR staff of 4-5, as well as the Safety Manager.
• Responsibilities include interviewing, hiring, and training employees; planning, assisting, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
• Provides ongoing training to applicable staff to develop and encourage their technical and operational performance. Meets with appropriate staff on a timely basis for performance evaluations and goal setting.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee may encounter while performing the essential functions of this job. Work is performed in a normal office environment with minimal physical risks involved. The noise level in the work environment is low to moderate.

SUMMARY
Strategic business partner to the Director of Operations and the VP of Human Resources to foster a high-performance culture which emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. Plans, develops, organizes, implements, directs, and evaluates the organization's HR activities, such as employment, compensation, training, benefits, recruitment, compliance and employee relations. Manages the HR and Safety initiatives in accordance with the policies and practices of the corporation, ethical business standards, and the laws, regulations, and administrative rulings of governmental agencies and other regulatory or advisory authorities.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE

• Bachelor's degree, preferably in HR /Business Administration.
• Graduate degree is desired.

• 10 years of experience in a manufacturing work environment as a HR Manager in Mexico.
• Extensive knowledge of Mexican employment law, litigation and employee relations practices.
• Excellent interpersonal and influence management skills and the ability to function at all levels across multiple organizations.


LANGUAGE SKILLS

• Ability to read, write, speak and understand English and Spanish required.
• Excellent written and verbal communication skills. Articulate with use of good grammar skills.
• A team player that can relate to people at all levels of the organization and possesses excellent communication skills.

• Capable of analyzing complex and abstract data; and reasoning and reaching conclusions without continued guidance of standards, precedents, or direction from others.
