Job Description

Coordinates procurement, planning, scheduling and negotiation of materials, components, equipment, supplies and services necessary for the company across multiple, geographically dispersed plant sites. Establishes roles, responsibilities, and direction for tactical roles at the plant level as well as roles that may have multi-plant impact to provide Purchasing synergy across the business group. Exercises good working knowledge of goods, services and sources to ensure on-time delivery and purchases at prices consistent with quality and quantity requirements. Directs and coordinates the activities of personnel engaged in purchasing raw materials, manufacturing consumables, components, and MRO/supplies. Develops key supplier relationships to support collaborative and partnering initiatives. Responsible for the implementation of all policies, practices, and procedures pertaining to Purchasing personnel. Supervises the issuance of all purchase orders, insuring the inclusion of required specifications, prices, terms and conditions by performing the following duties personally or through assistant or supervisory personnel.


* Ensures adherence to company standards of conduct and the safe, accurate, and efficient performance of all tasks, to include; taking corrective action when necessary, to ensure compliance with quality standards, company policies as well as customer delivery schedules.
* Supports, participates and/or drives Supplier Relationship Management (SRM) initiatives and activities per corporate guidance specifically including quarterly meetings, follow up documentation and other requirements. Manages supply base and measures supplier performance to drive appropriate improvement efforts.
* Supports, participates and/or drives Supply Chain Operating Systems (SCOS) initiatives and activities per corporate guidance specifically including the Supply Chain Excellence (SCE) audits, follow up documentation, training and other requirements.
* Manages and directs the daily activities of the purchasing functions across multiple plants.
* Coordinates with suppliers, operations, customers, sales, and other appropriate stakeholders as necessary. This includes monitoring, identifying potential problems, and recommending solutions for issues that may prevent on-time delivery to our customers. Aligns our procurement practices and supply chain in support of the business strategy.
* Ensures the timely review of MRP requirements to ensure on-time deliveries of goods and services as well as ensuring the accuracy of various ERP parameters related to the purchasing function.
* Develops collaborative/partnering relationships with key suppliers to promote processes that will reduce lead times, decrease costs, and ensure product and service quality improvement including supplier managed inventories (VMI), electronic data transfer or Internet ordering.
* Identifies the most cost and service effective sources for parts purchased for both manufacturing and distribution across sites.
* Establishes Purchasing department procedures and practices, and studies workflow, sequence of operations, and office arrangement to improve workflow; streamlines and consolidates activities across the business group plants as applicable; drives use of optimized or best practices across responsible plants.
* Supervises, prepares, and issues purchase orders and change notices insuring the inclusion of required specifications, prices, terms and conditions, and other relevant purchasing information.
* Set up and conduct Slow Moving & Obsolete periodic review processes (e.g. Supply Chain Material Review Board) ensuring a high quality of inventory for the business.
* Responsible for hiring and training employees in the various plant departments and for evaluating employees regarding promotions, transfers, merit increases and disciplinary actions.
* Will support continuous Improvement efforts and document all process for AS9100 or other regulatory requirements.
* Review reports for accuracy/ compliance on VMI and consignment programs. Manages programs to minimize age outs (end of program inventory) and unfavorable inventory impacts.
* Where applicable, works to standardize (rationalize) raw material part numbers between locations.

* Provides guidance and direction pertaining to roles and responsibilities as needed in Purchasing to determine daily tactical activities as well as higher level business activities and strategies that support commodity or other strategies across multiple plants within their responsibility.
* Responsible for the overall direction, coordination and evaluation of non-supervisory and/or supervisory personnel in Purchasing for multiple locations. Carries out leadership responsibilities in accordance to company policies, procedures, safety, and applicable laws.
* Responsibilities may include interviewing, hiring, and training employees; planning assisting, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
* Provides ongoing training to applicable staff to develop and encourage their technical and operational performance. Meets with appropriate staff on a timely basis for performance evaluations and goal setting.
* Ensures company standard practices and procedures are followed for all Purchasing department functions.

The ideal candidates should have:

* Bachelor's degree from four-year college or university (Business, Supply Chain, or Technical preferred). APICS/ISM (CPSM)/Supply Chain certification or willingness to complete APICS CPIM or CSCP certification program (or equivalent) within two years of employment is preferred.
* Five years of progressive experience in professional Materials or Purchasing position(s) is desired. Cable and electronic component purchasing experience desired or equivalent combination of education and experience.

* Strong Management, Supervisory and Team Building Skills. Experience managing multiple sites is preferred
* Advanced materials management skills including Sourcing, Supplier Quality, Contract Administration, Inventory Control, Supplier Selection and Technical Development, Transactional Management, and Critical thinking and problem solving capability.

* Experience in Lean, Six Sigma, or other continuous improvement.
* Strong project management skills.
* Exceptional negotiation skills.
* Advanced customer interface skills.
* A team player that can relate to people at all levels of the organization and possesses excellent communication skills.
* An energetic, forward-thinking and creative individual with high ethical standards and a positive professional image.
* Ability to be flexible and able to function comfortably in a fast paced, constantly changing and ambiguous environment.

* Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as percentages, ratios, and proportions to job-related situations.
* Ability to define problems, collect data, establishes facts, and draw valid conclusions.
* Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
* Advanced knowledge of SAP (preferred) or other ERP systems, as well as manufacturing process and procedures, and the ability to share this knowledge with others.
* Computer skills -- General MS-Excel, Word and PowerPoint skills are mandatory; advanced skills in MS Office including MS-Access are beneficial.
