Job Description

SUMMARY
The Global Trade Compliance Manager will be responsible for coordinating the company's requirements pertaining to Carlisle Interconnect Technologies' (CIT) export licensing and trade compliance requirements, including the development, execution (including training and auditing) and oversight of CIT's import and export compliance program. This individual will report to the Director of Global Trade Compliance and will also serve as CIT's "empowered official" per the International Traffic and Arms Regulations (ITAR) to provide required certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC) by signing export licenses and export agreements. Must be U.S. Person within the meaning of ITAR and EAR regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Develop and manage CIT's import and export compliance program that will include working closely with the Global Trade Compliance Director to develop policies, procedures and guidance
• Conduct internal import/export compliance training as well as general import/export awareness training to all relevant employees
• Provide expert advice and guidance concerning the requirements and obligations of export of defense articles, technical data, defense services under the International Traffic and Arms Regulations (ITAR) and dual use items under the Export Administrations Regulations (EAR)
• Ensure compliance with all customs laws and regulations for exports and imports arranged for by CIT.
• Co-develop duty drawback program
• Manage CIT's IT related Trade Compliance Systems and maintains working knowledge of ERP/MRP systems.
• Determine and certify appropriate legal authority for exports or defense articles, technical data and defense services, in addition to dual use commodities/technologies
• ITAR licensing (preparation, submission, management of approval) and compliance

• DSP licenses
• Technical Assistance Agreements, Manufacturing License Agreements, Warehouse and Distribution Agreements
• Commodity Jurisdictions
• All other ITAR matters as they occur
• EAR licensing and compliance (determination of requirements and classification of commodities)
• Implement the company import/export compliance manual including training in the procedures for ITAR and EAR, customs requirements, use of INCOTERMS, export documentation, license management and recordkeeping
• Conduct and participate in internal export compliance audits on a regular basis
• Investigate all matters of potential non-compliance, coordinate a report of finding with the Global Trade Compliance Director and prepare voluntary disclosures, in coordination with outside advisors/counsel, as directed
• Direct corrective actions as necessary to follow compliance
• Manage Maquiladora operations and C-TPAT program
• Manage Restricted Party Screening

No direct supervision.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is performed in a normal office environment with minimal physical risks involved. The noise level in the work environment is low to moderate. Occasionally the job may require that you enter the production area, which you will need to maintain OSHA safety standards.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

• Bachelor's degree with a minimum of 5 years related work experience
• Experience as an Empowered Official
• Experience with export and import requirements at the parts component level
• Experience with the use of DDTC's DTRADE, BIS SNAP -R, and CBP ACE
• Background in export and import regulations (ITAR, EAR, Customs, HTS classifications, country of origin and others), USML and ECCN classifications, export licensing and exemptions/exceptions, commodity jurisdiction requests, CCATS, Technology Control Plans and Free Trade Agreement Program Certificate Preparation.
• Strong Microsoft Excel and Word skills -- with Project a plus
• Familiarity with other U.S. Export Regulatory Requirements a plus (OFAC, ANTIBOYCOTT, BATFE, FCPA)
• Experience with managing government contracts subject to ITAR compliance a plus
• Trade compliance auditing experience
